Not every lamp in a building is worth converting first. The savings come from the fittings with the highest wattage and the longest hours, which in most commercial buildings are the high-bay, the continuous fluorescent runs and the lights nobody switches off. Converting decorative fittings in a rarely used room does very little for the bill.
