Emergency light testing confirms that it will do its job: lights are checked regularly, put through a full-duration test once a year, and each result is recorded so that you can show the system is being maintained.

Emergency lighting is there for the moment the normal supply fails. If the batteries are exhausted or a fitting has failed quietly, the escape route will not be lit, and you will not know until someone needs it. Regular function checks and a full-duration test pick that up, but only if the results are written down.
